Cuff is an independent consultant who was commissioned by council last January to conduct a series of interviews with council and staff in an organizational review of the municipality’s affairs. His directions were to review the structure and function of all areas and recommend changes. *The final report has yet to be released’ to the public. Senior staff and council have had it in their hands ‘since early June. It is set to be pre- sented publicly to council on Monday. . .
