TERR Y LAVENDER The hostility surfaced several times in the course of the meeting, but reached a climax when Ald. Gary Payne accused Ald. Ralph Hall of ‘‘taking cowardly shots’’ at senior staff members. Hall had complained that the City treasurer had not submitted a report on the amount of money in the City’s contingency fund, as requested at an_e earlier meeting. The alderman was not satisfied with the ex- planation of the City Clek Ed Raymond that the treasurer would not have had the time yet to make the report. Hall was also angry with City Development Director Frank Morris for submitting what he called a gratuituous and presumptious report. The spat was over a sugges- tion from Morris that a City consider inserting a brochure into a pamphlet about Lonsdale Quay that is being mailed to Lower Mainland business people. The pam- phiet comes from a private community organization that has asked for financial aid from the city Hall felt that at) was presumptuous of Mortis to make the suggestion as coun- cil had not yet made a deci- sion on whether to spend money on the project. He said such a decision couldn’t be made until the treasurer makes his report on how much money is availabie. The alderman was also ril- ed with Raymond for casting doubts on another matter. In that case, which involved regulating traffic from a church parking lot, Raymond said council’s actions might be unfair to the church pro- bably not enforcable.
