Michael Becker HIGH TECH The West Vancouver Police Department is the first police department in Canada to install a computerized ticketing system. The system does away with the time-consuming and menial paperwork involved in the chase for offenders who neglect to pay their fines. Said West Vancouver Cp!. And the public will see a ticket that looks much like a cash register receipt.’’ To keep the ticket from turning to a pulpy mush in the rainforest climate of West Vancouver, the strip of paper will be enclosed in a new, waterproof envelope. The police department adopted the $40,000 system after finding that its parking ticket-processing time was becoming unmanageabie. The municipality issues roughly 6,000 parking tickets annually for parking bylaw infractions. During an average four-hour shift work- ing the “‘corridor’’ between 13th Street and 25th Street, a given bylaw enforcement officer might issue 25 tickets, Monday to Fri- day. According to the police, about 50 per cent of those ticketed pay up on the fine owing within 30 days. But police found it took one full-time worker to process the paper necessary to track down the tardy 50 per cent. “It was quite clear that the system couldn't carry on. The amount of time to process that parking ticket was running up to nine months in some instances,”’ Tait said. The chosen system is produced by Texas-based Cardinal Track- ing. The package includes a custom-made database and a computer equipped with a cash drawer and printer. In the field, bylaw enforcement officers trade in ticket pads and pens for handheld Epson com- puters, each fitted with a touch- sensitive screen and a_ built-in ticket printer. THE CORPORATION OF THE CITY OF NORTH VANCOUVER ENGINEERING DEPARTMENT WATERMAIN CLEANING Between March 12th and March 26th 1991, the City of North Vancouver Water Works will be cleaning the watermain in the area between Keith Road and 19th Street from the West Boulevard The cleaning is part of an ongoing maintenance program designed to provide continued depend- able water service. Resi- dents in the designated cleaning area as well as on surrounding streets may experience discoleration of the water supply. The discoloration is caused by sediment being stirred up during the cleaning process and is harmless. Water clarity should return to normal the following moming. During the cleaning process specific blocks within the area will be without water from 8:00am to 4:30pm. These residents will be notified by letter a day or two prior to the scheduled cleaning session.
