Although the city's advisory design panel has twice rejected the proposal, council decided the pro- blems could be worked out at the planning commission without returning the revised plan to the design panel. Addressing the design panel's criticisms on the building’s pres- entation to the street, architect Tom Morton said the site made such a presentation necessary.
