In California, where recall has so far been mainly confined to the local government tevel, the normal recall petition requires the signatures of.only 12% of regis- tered voters for statewide positions . and 20% for local positions. Moreover, Californians have 160 days in which to collect signatures — nearly three times as long as the 60 days proposed for B.C.
