Van will study GVRD park proposal IT WAS double feature night at West Vancouver municipal hall Monday as representatives from the Greater Vancouver Regional District Park Com- mittee screened a film and slide show in an effort to gather support for their five-year park development plan and budget. Hal Weinberg, chairman of the Park Committee, also sought concil’s ‘‘approval in principle’’ for the proposed 9,000 hectare Lynn-Semour park and recreation § area north-east of the Capilano River, on the contingency that all local problems would be solved prior to any deci- sions being made. The ramifications of the proposal are currently under study. The slide presentation detailed portions af land to be included in the regional park and it was noted that the cost of access and drainage would likely inhibit any future major development in the area, therefore making it a good park site. “It dwarfs anything we have,’’ said Rick Hankin, manager of the Parks Department. Nominal improvements are also slated for the Capilano Regional Park such as trail upgrading and the construc- tion of a service building, and $160,000 has been allocated for Capilano tn the five-year budget. Pointing to park financing difficulties, Weinberg noted that the GVRD now supports all 16 of the existing regional parks on a $2.40 per capita allowance drawn trom municipal tax revenue and some government funding that has increased) only minimaily since 1980 The GVRD_ preposal in- cludes a request ot all ere municipalities to se their parks allocated taxes by $1, to a total of $3.40 per person annually. This increase would result in about $6.5 million by the end of 1989. Alderman Doreen Blackburn asked Weinberg how high he felt the risk was in opening up the new park as far as possible damage to as yet untouched land was concerned. Weinberg noted that the risk issue was of major con- cern and said there would be considerable amount of work put into any upcoming plan to retain wilderness characteristics. ‘“‘We are just getting started on the study,’’ he said forecasting its completion by 1986 or 1987.
