Pooch poisoned with antifireeze-soaked stea A NORTH Vancouver man wants to find the sicko who killed his beloved dog with a huge steak marinated in antifreeze. By Anna Marie D'Angelo News Reporter “T want to kill him,” said an emo- Gonal James Henderson. “What he did is the most coward- ly thing someone could do on this earth.” Henderson’s 10-year-old dog. Smudge, ate the steak at about 9 p.m. on Sept. 15. He said his other dog, Hannah, was kicking up a fuss in the back- yard at the time so the animals were let in the house. “Now we know that Smudge was at the steak and Hannah was upset because she couldn't get to it,” said James. Hannah, Smudge’s seven-year- old daughter, was chained when someone dropped the tainted steak over the fence of the Lynn Valley home. The steak was likely tossed from near the lane access. By the next morning, the dog couldn’t walk. Henderson thought the animal had had a stroke, but West Vancouver veterinarian Dr. Neil Cropper suspected ethylene glycol poisoning. The House accepted my request so the Bills were introduced, read a first time, and printed. A brief description of the Bills follows later in this report but first let me explain what Private Member's Bills are and why they get introduced. WHAT AND WHY? Any Member of Parliament has the right to draft legislation and to attempt to have it passed into law as a Private Member's Bill. The motivation for doing so could be the personal beliefs of the MP, pressure from constituents, lack of action by the government on an important public issue, or to publicize parts of a political platform. A legal department at the House of Commons drafts the Bill in accordance with the instructions of the MP. A request is then made to introduce the Bill during Routine Proceedings in the House. A seconder for the Bill is required, but this is usually a formality and MPs will often second one another's Bills as a courtesy. Following introduction. the Bill is placed into a “lottery draw" which is scheduled as soon as thirty MPs have submitted Bills. However, success in the draw does not necessarily mean that the Bill will be voted upon. Votable Bills are chosen by a sub- committee composed of 2 Liberals, 1 Bloc member and 1 Reform member. An MP must convince the sub- committee that the Bill should be votable. The Government pays close attention to votable Bills because a decision has to be made whether Government MPs will be permitted a free vote. If the Government does not want the legislation passed it will instruct its MPs to vote against the Bill, cegardless of the Bill's merits in the eves of the public. Despite this formidable process the Government does actually allow some Private Member's Bills to pass, usually when the content of the Bill is not a threat to Government policy, BILLS C-267 AND C-268 | introduced Bill and C-268 to promote the use of PLAIN LANGUAGE in federal statutes and regulations, The Bill, if passed, would ensure that non-lawyers easily understand the intent of legislation passed by Parliament. All Bills would have to be written in simple and straightforward language. The passage of Bitl C-268 would allow for much greater input by voters into the running of government because the lawmaking process would be more open and understandable, (It is interesting to note that an ex NDP MP, lan Waddell, introduced a similar Bill in 1989 which was not passed.) Bill C-267 addresses a completely different issue. It would eliminate the 50% reimbursement of campaign expenses that presently occurs when candidates and political parties achieve set percentages of the vote. Political parties are special interest groups and should not be entitled to grants using your tax dollars. Passage of the Bil! would ensure thai candidates and parties directly raise every cent they spend on their campaigns. | will keep you informed as to the progress of these Bills through the system.
