2 — Wednesday, April 29, 1992 — North Shore News 300-name petition blasts Victoria for all-night ferry sailings plan A 300-name petition blasting the provincial government for its lack of consultation over proposed all-night terry sailings from Horseshoe Bay was tabled in the legislature in Victoria on Monday. Opposition house leader David Mitchell, the Liberal! MLA from West Vancouver-Garibaldi, said “the trial balloon’’ being flown by the ferry corporation that 24-hour sailings might be set up between Horseshoe Bay and Nanaimo was not the proper way to proceed. “What we have seen from this government time and time again is to leak something, have a story get out there, and then gauge the reaction to it, rather than having meaningful consultation,” Mit- chell said outside the house. He accused the NDP of “‘toying with people’s emotions’? on the issue. “I think people generally are in favor of later sailings. Look at Bowen Island, for example. They have been lobbying for (them) for By John Pifer From Victoria a long time, and a later sailing than nine o’clock would be wel- come.” But all-night trips to Vancouver Island, he said, must be question- ed and studied to determine whether the traffic volume is there to justify them economically. “There are some real, serious concerns in West Vancouver and Horseshoe Bay about this. They are mostly safety concerns, but there are also quality-of-life con- cerns,’ said Mitchell. In Horseshoe Bay itself, resi- dents are concerned about the noise and traffic levels that night sailings would add to the com- munity. As for safety, Mitchel! said the prospect of having industrial cargo ‘‘coming down the Sea to Sky highway 24 hours a day,’’ was a Gisturbing one. “It’s a dangerous highway dur- ing the daytime, let alone at night. It’s not a very safe highway in terms of its accident record,”’ Mitchell said. The West Vancouver-Garibaldi MLA said B.C. Ferries was a Crown corporation owned by the people of B.C., ‘‘but it has no commitment with having concern for the community in which it operates, such as Horseshe Bay. “If there was any genuine con- cern, this whole thing would have been managed properly. We haven’t had a cost-benefit analy- sis. We haven't any economic studies as to the benefits of all- night sailing, or late sailings. “If the government was to ap- proach this in a rational way, with some public consultation, people would be able to stomach it. But it’s not happening,’’ stated Mit- chell. The MLA praised the Horse- shoe Bay Community and Business Association for cir- culating the petition.
