Cily councit proclaimed — the municipality an apartheid-free zone Monday, and it will not pur- chase any South African products. ALD. Ralph Hall...‘‘history tells us sometimes we have to speak our small voice.’* Following a proposal by Ald. Ralph Hall, members of council voted to reconsider a defeated March 10 motion that had re- quested the city boycott South African products, ‘ Hall was absent during that day’s council meeting when the an- ti-apartheid motion was defeated in a 3-3 tie vote. “I think that history tells us sometimes we have to speak our small voice,’’ Hall said in urging reconsideration. ‘‘l think it behooves us to speak out in any way we can,”’ After council voted to reconsider the issue, Ald. Stella Jo Dean re- quested that the motion be broken up into two parts — one dealing with the declaration of an apar- theid-free zone and the other deal- ing with the boycott. Hall questioned the logic of two separate motions: ‘‘It seems to me the first. part has no meaning unless the second part is includ- ed.” Ald. Allan Blair told council ne was against ensuring no South African products be purchased by the city, ‘“‘partly on philosophical grounds and partly on practical grounds.”’ Blair added he thought there were ‘“‘many ways’’ to give mean- ing to the apartheid-free zone. Ald. Dana Taylor told council he thought the issue was an impor- tant one: ‘‘It is important for council to go on record as to what its opinions are. We ire merely go- ing on record to stand up and be counted, “T don't think you have to look very far on this issue to demon- strate there is a moral imperative (to make a= public statement," Tastor said. In discussing the issue, Dean re- iterated comments made March 10 that action against South Africa would result in a loss of jobs for many of the people in the country. But Taylor replied: ‘‘To make the argument we're putting them out of work, is to say we don’t support the abolition of slavery because someone won't get a meal or new chains twice a year." During debate, Dean took ex- ception to Braithwaite’s comments made following the March 10 defeat of the anti-apartheid mo- tion. He had said he thought there were “bigots on council,"* But Dean reminded council that she worked with a number of dif- ferent ethnic groups in her capacity as a member of the North Van- couver Fotkfest Committee. “You sure can’t call bigot,"’ she said. “Hf T have to call people bigots to bring out change then T'Il say it,’’ Braithwaite shot back.
