Stuart takes WV hat KEY personnel changes have been made recent- ly at West Vancouver District hail. David Stuart officially began his duties as West Vancouver District’s new municipal manager _ this month. Stuart, who was intro- duced to the public for the first time at council’s Feb. 7 Meeting, was given a warm welcome by Mavor Ron Wood and the attending councillors. Stuart has been involved in municipal affairs for over 20 years. His most recerit assign- ment was as deputy municipal manager of North Vancouver District. From 1992-97, Stuart led North Vancouver District’s Corporate Services Division. Under his guidance, the department won several pres- tigious awards for local gov- ernment initiatives, including the Ministry of Environment’s award for the district’s environmental bylaw, an International Environment Award for a new soil erosion program, an International Association of Professional Communicators Award for communication programs, and Union of B.C. Municipalities’ awards, two years in a row, for the dis- trict’s Internet services. High on Stuart’s list of priorities in West Vancouver are: = policy development, structural change, human resources development, new public consultation and com- munications strategies, corpo- rate planning and improved budget and financial manage- ment “We are pleased to have been able to obtain a munici- pal manager with Mr. Stuart's reputation and proven leader- ship abilities.” said Mayor Ron Wood. “Mr. Stuart also brings to the position an understanding of how important community involvement is to effective local government. “He has been active at the grassroots level leading a community association and partnering with a local municipality in building a new community centre.” Susan Ney was also recent- ly appointed =as = West Vancouver's director of human resources, effective Jan. 17, 2000. She was formerly employed as director of human resources at the Open Learning Agency, and also worked for 1] years in various management positions for the personnel department at British Columbia Institute of Technology.
