Anderson, has reportedly edited

the Freedom of Information and
Protection of Privacy Act.

But despite Lidstone’s

efforts, nwo edited versions of
the report contain. inconsisten-

Section 1.0, is identical in
both the 166-page version and
the shorter 70-page version, but
different sections have been
extracted in one and not the
other.

On Monday Cuff was called
on to defend his findings. Coun.
Bill Soprovich and Coun. Allan
Williams questioned his meth-
ods. “You offered us this new
look. but frankly it’s the same
old look,” said Williams. “The
citizens of West Vancouver are
not prepared to accept the kind
of bureaucratic organization

you would impose apon us with
your report.”

Cutt is generally recom-
mending fewer municipal
deparunents and a more stream-
lined communication process
benveen senior staff, manage-
ment and counal.

Williams, who refused to let
Cuff reply to his criticisms, said
that he personally supported
scuior administration. “And 1
believe every person. sitting
around this table does,” he said.

at Tuesday morning's break-
fast meeting Cull said he took
issuc with Williams’ statement,
saying thar council told him
information to the contrary.

Cuff said later that he found
the whole process unbelievable.

“If (the report) dealt directly
with personnel then J tied to
remove that in advance before I
provided the executive summa-
ty,” he said. “So I just find it
somewhat humourous that in
addition to what I took out,
which 7 thought was too much
as it was, there’s still more being
taken out.” He called council
“overcautious, oversensitive and
over advised.”

Cuff declined comment on
direct questions __ involving
municipal manager Doug Allan
and recently dismissed financial
director George Horwood.

West Vancouver resident Ed
Guy is disturbed by the way
council has handled the report.
He called for the privacy com-
missioner to look into the mat-
ter.

Boname sees it differently.
“We've worked damned hard
and maybe we can be criticized
for not: producing.” she said.
“But you can’t fault us for trving
our best to provide services to
West Vancouver.”

Meanwhile, counal will con-
tinue to examine the report and
“implement those recommen-
dations deemed practical.”
