4. The Association of Professional! Engineers and
Geoscientists of ‘the Province of British Columbia (the
i Association) announces the judgement of a Discipline
Committee Panel, following an Inquiry, held on 11
August 1993, into the professional conduct of Trevor E.

Finch, P. Eng.

The charges against Mr. Finch were thai jie was in
E breach of the Engineers and Geoscientists Act, and the
# Code of Ethics of the Association, in that:

1. he failed to-act.at all times with fairness, courtesy

B.C.; and.

and good faith to his associates and clients, and with §
fidelity to the public needs, with respect to four of |
his projects in Burnaby, Richmond and Vancouver,

. he failed to provide the Investigation Committee
with information and records in his possession or
control, that the Committee requested.

The Panel ordered that Mr. Finch's membership in the

: .Association be revoked effective November 1,
MH and between now and November 1,

H take on any new engineering assignments. A re-

application for membership, by Mr. Finch, will not be
# considered by the Association until after 24-months
g from the date of revocation of his membership and will

The Panel noted that Mr. Finch was the subject of

H ‘another Inquiry in 1991, involving charges very similar

in nature to those presented in this case, and in that case
his membership was suspended, he was required to

Professional Practice

: At that time, Mr. Finch wrote the examination,
j passed and was reinstated as a member, however, the
HB present case clearly illustrates that he did not learn from
® the earlier Inquiry, from writing the examination, or
B from the disciplinary penalties imposed. This was a
@ major factor in this judgment of the Panel, as was Mr.

Finch's failure to appear before the Panel during this

inquiry.
