8 - Wednesday, October 21, 1987 - North Shur2 News NVD ILLEGAL SUITES Owners must register - THE DISTRICT of North Van- couver is launching a_ publicity campaign to try to make sure that owners of illegal suites know that they have to register those suites. The district will spend $1,650 on newspaper ads at the end of Oc- tober and will also feature an arti- cle in the district newsletter mailed to homeowners at the end of December reminding people to reg- ister. Earlier, council set the registra- tion period for Nov. 1 until April 30 — with a $200 application fee being waived for those people who apply before March 1 of next year. The district has adopted a policy of phasing out all illegal suites in the municipality in eight years — as of June 30, 1995. According to Mayor Marilyn Baker, those people who don’t reg- ister illegal suites within the six- month period ‘‘will be in a posi- tion that if there is a complaint about them having an illegal suite we will inspect and determine if it’s an illegal suite and then we will en- force the bylaw if they haven't reg- istered,’” Baker says that those who don’t register in the six-month period will not have the option of main- taining their illegal suite for the eight-year period. If an illegal suite is not regis- tered, she said, ‘‘You’re running ALL TREES & SHRUBS H ORNAMENTAL CEMENT the risk of having a potential com- plaint or a possible complaint at which point you'll have to comply with the bylaw.”’ If there is a complaint about an illegal suite after the six-month registration period ‘‘Then we will go out and inspect their property and if they are in violation of the bylaw, they will be asked to comp- ly — if they don’t comply then they’ll go to court.”” Ald. Mary Segal noted, ‘‘I think this is about as far as we can go at this time and I certainly support our putting these (newspaper) ad- vertisements in. I] think they have to come in as soon as possible.”’ Ald. Murray Dykeman sup- ported the advertising, but said ‘‘! think that perhaps a saker more...intensive publicity cam- paign to some extent will be neces- sary,”’ The district clamp down on il- legal suites follows on the heels of two B.C. Supreme Court decisions relating to council's efforts to amend its single-family zoning bylaw. In a Sept. 11 decision, Mr. Justice Lloyd McKenzie upheld the district’s efforts to move in on il- legal suites. However, a ruling by Madam Justice Mary Southin on Sept. 28 struck down the district's efforts to legalize inlaw suites. The district is currently appeal- ing the Southin decision, but will proceed with its clamp down on all illegal suites, since inlaw suites cannot be exempted at present.
