A6- Wednesday, Sept. 30, 1981 - North Shore News ac Doomed policy — The Human Resources policy changes taking effect tomorrow are unlikely to reduce the‘social costs of low-income single parent families. The ministry’s own budget may benefit -- but at the eventual expense of other government departments § and volunteer welfare agencies. The most controversial change is that which forces welfare mothers of children over six months to seek a job. While the general aim of encouraging them to achieve independence is admirable, Grace McCarthy and her olfficials appear -- deliberately or otherwise -- to have ignored some very real snags in the new policy. The biggest is the totally inadequate child day care situation. A United Way study shows there is only one day care space for every 18 children up to age nine throughout B.C. On the North Shore all day care centres are presently full, and many have long waiting lists. And even when a space is found,.the welfare day care subsidy is ap- preciably less than the actual cost -- leaving the low-income single parent to pay the difference. Add to this a high unemployment rate for women (8.5% compared to 5.7% for men) and low pay. The best many single parents can hope for is a minimum-wage job grossing about $540 per month. The United Way estimates the minimum monthly expenses of a mother and one child at $613 per month, NOT including day care costs. Without a massive increase in day care facilities the new policy is doomed to fail, with other agencies left to pick up the social fallout.
