Al2 - Wednesday, March 3, 1982 - North Shore News NV trustees rail against cuts TRUSTEES of North Vancouver School District, who only a few weeks ago introduced a 1982 budget considered “very, very tight’, railed against the new restraints outlined in Premier Bill Bennett's message when they met last week. It's ‘‘Azteconomics’ trustee Crawford Kilian told the board — “economy based on human sacrifice”. “We shouldn't in any way take this lying down,” said trustee Dorothy Lynas. “This is just the thin edge of the wedge.” By AVIS HOPKINS The board had passed a budget of $61.7 million, representing a 14.89 per cent increase over the 198] budget earlier this month. The new restraints mean that between $500,000 and $1,500,000 will have to be chopped from the budget. As a preliminary step, the board has frozen mayor expenditures and is reviewing each potential staff replacement. Board chairman Marg Jessup told trustees the new program is a é ‘‘severe limitation on autonomy of schoo! boards.” “If there are no modifications some of our program improvements over the past few years will have to go.” SEVERE IMPACT School Superintendent Ron Wickstrom agreed the new policy could have a ““severe impact’’ on programs. Trustees will talk over the issue in an in camera meeting before coming to a decision. One thing they will have to figure out before taking action is exactly what the spending guidelines mean. What is certain, however, comes, will occur next fall. Salary bargaining for 1982 has already been settled, with teachers receiving a 15 to I7 per cent increase. But the board has been told it must) restrict its budget increase in the last quarter of the year to 12 per cent. Wickstrom also com- plained about the govern- ment’s policy of tying ex- peditures to enrollment. He said that the policy does not take into con- sideration the fixed costs that still exist regardless of enrollment.
