What would happen if one of the “messy apartment dwellers” that she referred to was all of a sudden allowed to have pets in their apart- ments? Would the landlord be able to specify that the dog be “apartment sized”, that the dog be exercised or let out three times a day, that the dog be washed, fed properly and loved? Of course not.
