Council's decision was tcached after councillors unanimously rejected staffs original proposed motion. The rejected motion suggested chat small bed and breakfasts be allowed to operate, but only after appiving to council for a licence or per- mit. Assistant planner Joel Lawson was on hand to explain. “It was staff's opinion, nw opinion, that with the level of support tor bed and breakfasts chat we heard from the neigaborhoods (and) trem res- idents in the area, thar small bed and breaktasts could be made unobtru- sive and could be permitted if council wished to do so. Tt means small bed and breakfasts wouldn’t have to go through a (priblic) process like rezon- ing.” Instead, councillors have asked for a new bed and breakfast zoning bylaw to be draited. The drafted byfaw will then be returned for discus: sion and a public hearing will be slated tor the fall. No special “grandfather” rights are under consideration, so the pro- posed bylaw will include those establishments already in operation.
