City park concerns raised

City

Council from the city’s parks and recreation committee
may alleviate some concerns over noise and safety express-
ed by residents at a recent public meeting on the future of

a Lower Lonsdale park.

‘Residents neighboring Semisch
Park complained of windows
broken by errant baseballs, late-
night use of the park by teenagers
and patrons of a nearby pub and
poor lighting in the park.

The meeting was the second be-
tween city council's parks and
recreation committee (made up of
al! members of council) and the
public to discuss alternatives for
the development of the small
neighborhood park bounded by
Chesterfield and Mahon avenues
and Ist and 2nd streets.

On March 31, representatives of
the Grant McNeil Tenants
Association (GMTA)}) — a gov-
ernment-subsidized housing de-
velopment that borders the park
— and other area residents first
met with the parks and recreation
committee to voice concerns.

At that date, a request by the
GMTA for a hard surface play
area in the park sparked reaction
from other residents who claim
the park is too small to accom-
modate a play area in addition to
the existing tot lot —- a play area
for children aged three to five.

The concern was voiced again
June 22 after the city’s parks and
recreation committee presented its
report on the results of the March
31 meeting. ;

Alternatives outlined in the
report presented by parks planner
Leesa Strimbicki included:

@ the development of a passive
park ‘‘with walkway, some
seating and lighting’’;

® upgrading of the existing play
facility;

@ elimination of the tot lot and
addition of a hard surface play
area;

@ redevelopment of the park to
include both a hard surface play
area and a tot lot.

Grant McNeil resident Vera
Mellish, 81, told council the win-
dows of her ground-floor apart-
ment had been broken by children
playing baseball in the adjacent
park.

“(The park) isn’t big enough
for them to play bascball,”’ said
Mellish. **You never know when
your window's going to get
broken or you're going to get hit
on the patio.”

While there is a play structure
in the courtyard of the Grant
McNeil complex, it is not suitable
for older children and is noisy.

Several tenants have therefore
suggested the development of
another play area in the park.

Ald. Rod Clark said he instead
favored the development of a
passive park,

“I don't want to see us export a
problem from within Grant

McNeil and inflict it on the gen- 7

eral community,’’ said Clark.

“If we have any sort of hard
surface there, the 14- and 15-
year-olds will be there playing ball

at all hours, and that will just
contribute to incredible noise."’

City Mayor Jack Loucks also
cautioned against developing
another play area in the park,
stressing that it would only trans-
port the problem of noise from
the housing complex to the park.

But Loucks said the area needed
a play facility.

Residents also expressed con- |
cern over safety in the park.

Liza Woods, whose Ist Street
apartment overlooks the park, .
called for better lighting in :
Semisch Park. :

The committee’s recommenda-
tion is expected to come back be-
fore city council on July 13.
