An NDP MLA wants to put the B.C. ‘Legislature — all of it -- on your tube. Among. other things, he thinks it would help improve’ the behavior and manners of our sometimes rowdy elected representatives. Stuart Leggatt (Coquitlam-Port Moody) introduced a bill last week which would: permit television and _ radio broadcasting of all debates and proceedings of the Legislature. “We must bring the Legislature into the living rooms of the province,” urges Leggatt. “One of our prime responsibilities is to keep the people of the province in- formed. They have a right to see their Legislature in action and _ through television and radio coverage this right could become a reality for citizens A20-Wednesday March 19, 1980 - North Shore News in all areas of the province.” Leggatt notes that the current practice of merely televising the budget speech and the speech from the throne does not provide an accurate picture of the operation of the legislature. Both of these events are entirely controlled by the governing party and provide nO opportunity for the Opposition party to have its voice heard. Leggatt further notes that the televising of debates may well act as a restraining influence on the behaviour of some of the more vociferous members, and would assist the Speaker to maintain decorum in_ the House. Leggatt cites the “resounding success” of the House of Commons broadcasts as dispelling any notion that the televising of debates is unwise. While sitting as a federal Member of Parliament, Leggatt vigorously supported the introduction of television to the House of Commons. Leggatt points out the principle of televising the debates of the B.C. Legislature has been sup- ported both by a B.C. special commission and a special committee of the Legislature.
