Dear Editor:

Noel Wright's cditorial on “two tiered
health care” July 2 is bang on target. While |
do nor believe Canadians should be forbidden

to ease the financial burden on medicare,
The strain is not caused by heart trans-
plants, justified surgery, or the so called “high
tech” medicine. Ie is the unnecessary visit to
the walk-in clinic or GP's office, the often

* futile “heroic” treatment of the very aged, or

expensive treatments of the terminally ill with

~ cancer, That there is over-servicing is an under-

statement.

This is the result of a system where there are
no controls, and a perception that it is “free.”
The trouble is that no politician has the guts to

A modest user fee will cut unnecessary vis-
its. As an opted-out physician in 1993-94,
when patients had to pay $10 out of their
pockets to be seen (welfare recipients were not
charged), | saw very few patients with trivial
complaints. This also resulted in a significant
drop in the number of patients seen, and my
income, When we were ordered back in by law,
and forbidden from charging a user fee, the
frivolous visits reappeared and my income went.

1 believe a modest user fee should be
charged fora visit to the primary care physician
(GP), and to avoid this being called a money
grab by doctors, this could take the form of a
voucher purchased from a ‘post office, the
money going straight to medicare finds.
