While it is obvious that the Insurance Corporation of British Columbia (ICBC), the Motor Vehicle Branch (now aggregated with ICBC) and the Ministry of Transportation each require revenue in order to function, photo radar milks cash from a symptom, not a cause: Speed is not killing us, stu- pidity is, Most sane people prefer to attack any given problem -at its source. The folks in Victoria, on the other hand, are attacking 8.C.’s bad-dri- ving, people-killing problem from the fringe. If a specder crashes it’s usually because of a stupid error or errors. Stupid to be speeding if speed contributed to the crash — but receiving a photo radar ticket and a $100. fine doesn’t make one a ~ "smarter driver. Angry and poorer, perhaps, but just as stupid. - The problem originates in the fact that bad, thoughtless and/cr selfish (read: stupid) “= drivers are being given dri- ver's licences in the first place. .. Thave conversed with many readers from the U.K. and other parts of Europe who were forced to endure rigorous professional train- ing, rigorous and multi-level testing, and who paid large: | _ Sums of money before o . receiving their driver’s : ficence. 7 Further, these Europearis are flabbergasted when I explain to them that in B.C.: '. a) professional driving ‘instruction is not required of a student driver; vw b) the “Road Test” is merely one (not three or four spread out over months) 25- “minute ‘drive around a neigh- - borhood which rarely, if ever, involves highway or high- .Speed driving nor reversing; Noe ““) the inability to paratiel park does not mean an auto- matic failure; d) a learning driver may bring an interpreter of any language to the tests and the “~™ temptation to hire an ‘unscrupulous interpreter must be huge: e) the booklet that learn- ing drivers are given for study is printed by the Motor . Vehicie Branch but is only a ‘guide and includes the dis- cs claimer, “...may not be used as the basis for any legal chaim or action.” In other words. use this book to learn but don’t expect anything in it to be based on fact. If you read this “Safe Driving Guide™ or the “Professional Driving Guide™ you see why. They are vague. incomplete and, at times, completely inaccurate or irrelevant: f) student drivers have been known to “buy” their licenses. Is it any wonder B.C. is famous across North America for its bad drivers’? Doesn’t photo radar appear to be an initiative of the day- late-dollar-short variety? Doesn't the aforementioned list appear to be the mother lode for any money-girabber in Victoria who cared to look, see, and show some true initiative? If Shaun ruled the world there would be the following changes to the Licensing Procedure: 1) Make the Road Test longer and more involved.
