NORTH Vancouver City Council sent a strong message
about finance and budgeting to the provincial government

with councillors condemning the ‘‘off-

loading”’ of costs on to the municipalities.

Figures released in January by
the Union of B.C. Municipalities
(UBCM) showed that ‘‘off-
loading’? — the shifting of costs
from provincial to municipal
budgets —- totalled more than
$100 million in 1992.

Council voted unanimously in
favor of a motion supporting the
UBCM in its efforts to raise fi-
nancial issues such as off-loading
with the provincial government.

Coun. Barbara Perrault said:
“We do the saving and balancing
and along come the big guys and
they look at us as another source |
of revenue.’

Coun. Bill Bell said: ‘1 support
this motion, but 1 still do not
believe that it represents the whole
problem. |

“If we're truly going to stop the
type of down-loading that has
been happening then there has got
to be a much tighter ship.”

Added Coun. Stella Jo Dean,
‘ft is mandatory that
municipalities are deficit-free
zones. We certainly can’t (absorb
more down-loading) this year
because it will be impossible to
have a balanced budget.

“T hope that the UBCM execu-
tive will be able to have some im-
pact. We already have taken on a
lot of social services — which is
not our mandate.”
