The regional changes based on dollar volumes were: the Atlantic -28 per cent; Quebec +55 per cent; Ontario +7 per cent; Manitoba -18 per cent; Saskatchewan +2 per cent; Alberta +148 per cent; and British Columbia -6 per cent. The province of Quebec was a hotbed of commercial construction in 1986. With the exception of 1981, there had been about 10 years from 1975 to 1985 when there was little office building construction in Montreal. The news during that period had been about head offices leaving the province. The change in the politicai environment in the province seems to have improved the investment mood. The most recent large jobs to have started in Montreal have been: Place Ville Marie alterations: and. alterations and an addition te the Eaton Centre. Quebec City has also - seen some major projects proceed. Toronto has had three good years of commercial ‘starts. Its. latest large jobs . have included: the domed _ stadium; and’a major addi- tion to the Fairview Mall. An interesting develop- ment has been companies locating major office buildings in Mississauga. Ca- nadian General Electric, Northern Telecom and Du- pont all took this step in 1986. Also, the commercial pro- sperity has spread to other tegions of the province as witness the start on the ‘Manufacturers Life In- surance building in Waterloo. The large jump in the Alberta figure was surpris- ing. There had been virtually no commercial construction in Calgary and Edmonton in the period 1982 through 1985. In Calgary in 1986 were starts on such major jobs as Fourth Avenue Place, Banker’s Hall and the Canterra Tower. Developers are proceeding with these projects in the hope that the energy sector will recover by the time the space becomes available for leasing in sev- eral years. Elsewhere in the province, Chateau Lake Louise is get- ting. an addition. In British Columbia, there has been a jhiatus in commercial con- struction following the preparations for Expo 86. The year’s institutional constructional starts rose 17 per cent in square footage from 20.6 million to 24.0 million and increased 20 per cent in value from $2.3 billion to $2.8 billion. Hos- pitals all across the country have expansion plans and fund-raising drives under- way. Two of the largest hospital projects to proceed in 1986 were in Hamilton — addi- tions to St. Joseph’s and Hamilton General. Almost all the provinces have com- mitted to spending for health care facilities. The one exception is Alberta where the gov- ernment has explained that, because of its recent conces- sions to help the oil and gas industry, it does not have the funds for some capital pro- jects. This situation can be con- trasted with Ontario where the booming economy has meant higher than expected tax revenue. Ontario’s Fi- nance Minister has pledged that some of the extra money will go to public in- stitutions. From East to West, the changes in value of institu- tional starts were: the Atlan- tic +2 per cent; Quebec -20 per cent; Ontario 4-40 per cent; Manitoba -2 per cent; Alberta +20 per cent; and British Columbia +76 per cent. ‘Green.
