A ‘solution fo high taxes Dear Editor: Despite the sound and the fury emanating from the recent meeting of angry business people protesting tax increases, most of the speakers appear to have ignored the fact that the only cause of increased taxes is increased expenditures on the part of all levels of government. In your Mailbox of June 27, Jw. Black claims that General Purpose Ex- penditures in the District of North Vancouver increased by 3.4. million dollars or 46 per cent in 1982. If these figures are correct, the reasons for the excessive iax increases should be obvious to all and efforts should be made to remove from office those members of council who voted for these in- creases. I believe that the 1982 Budget for the District was passed by a vote of four to three with Alderman Lakes, Ball and Powell opposed to the large increases in ex- penditures. The photograph of the members of CUPE Recreation workers protesting the use of volunteers in Folkfest is further sad commentary on these times when public servants appear to believe they are the masters of the taxpayers. One of the many reasons for enormous increases in public expenditures is the loss of many volunteer jobs to the professional civil servant. Ernie Sarsfield. North Vancouver Accepting our responsibility Dear Editor: I have just read _Bob Hunter’s “Helping the Billers.” I am grateful that he has, once “again, vividly portrayed a situation which demands that we accept the responsibility of living in a democratic society. To say nothing about the sale of nuclear fuel bundles to the Argentinian junta is to agree with the salesmen, and their customers, that the transaction is acceptable. It is not. Underneath the com- mercial and pragmatic elements of the sale lies the profound moral question asking to what extent business considerations can supercede” our communal and personal responsibilities towards our world and our fellow human beings. In the case of the sale of nuclear fuel to Argentina it is clear the answer to the moral question is that the business considerations must take second place to the recognition that the Argentinian junta has consistently demonstrated its disregard for the liberty and security of its country’s inhabitants. A better way for taxation 4 Dear Editor: The municipal taxation system needs to be refor- med. The property owners are paying for everything. What is needed is a way to have users pay for part of the taxes. It is costing the city over $1,000 a year for the many services (14) used by each motor car owned in North Vancouver. True, most proprietors own a motor car but they do not all use the servies equally. What is needed is a grant from the provincial government. This grant would be to compensate for the costs which the city pays for the services used by the motor Car. The provincial govern- ment could adjust the gasoline tax so as to cover this type of grant. Of course all cities and towns in the province would have to be given grants in proportion to the number of motor cars owned locally. We cannot get out of paying taxes but we can make it casier and fairer for all, by using a pay as you go system. J. Stephen Hallford, North Vancouver West Van’s chestnut trees Dear Editor: I remember the 17th Street trees being planted. My parents’ home was on the street. My recollection is that they were part of West Vancouver's celebration of King George V's Silver Jubilee. Each tree was paid for by a West Vancouver resident and the donor’s name was on a metal plaque affixed to the tree. The plaques disappeared over the years probably to souvenir hunters. I also remember that the only one of the original trees which did not flourish bore the name pf oa long time resident of West Vancouver who had been an invalid for years.
