& - Wednesday, February 7, 1990 - North Shore News NOW TWO PER CENT City drops growth rate NORTH VANCOUVER City Council has decided to drop the maximum growth rate outlined in the city’s Official Community Plan from three per cent to two per cent in an effort to establish more control over the city’s growth. While the move cannot stop population increases through such factors as immigration, city plan- ner Richard White said ‘tit can control the number of dwelling units added in any one year."’ But it appears unlikely that the growth rate will ever have to be enforced. Ald. Stella Jo Dean pointed out that the growth rate for the city had been decreasing in the past 10 years, having peaked at two per cent in 1980. “(We have a) phenomenon where population per household has been dropping,’’ added Ald. Frank Morris. Ald. Bill Bell said there were al- ready stresses on the community, including traffic problems and other difficulties connected with neighborhood preservation. He pointed to Surrey as an area where the municipality had been forced to make efforts to stall growth ‘‘because it has come on tao fast and furious." . But White said it was very un- likely that North Vancouver City’s support services would reach a point where they could not keep up with the growth factor. In a related policy motion coun- cil agreed to reduce the city’s pro- posed maximum growth outlined in the OCP from 50,000 to 45,000. “The population increase has been much less than anyone anti- cipated,’’ said Mayor Jack Loucks. “Our projection shows that 43,942 is about all the people we can get into our municipality with the current density,”’ said Dean.
