4 ~ Sunday, October 3, 1993 - North Shore News Neighborhood grapples with Legion plans for expansion Angry residents opposed to increase in club seating A LYNN Valley neighbor- hood is in turmoil over a plan to increase the seating capacity of a local service club. By Surj Rattan News Reporter The Lynn Valley branch of the Royal Canadian Legion, located at 1630 Lynn Valley Rd., is seeking to expand its seating capacity from 93 to 120. The legion has a membership of approximately 530. But while some area residents. say they are not opposed to the legion’s plans, others say a bigger club will result in an increase in public drunkeness. The issue has pitted neighbor against neighbor. “Unfortunately, now it's become a war among the neighbors. It’s going to tear the neighborhood apart. It’s beginning to cause a fot of problems,”’ said Barb Ellis, who lives near the club. She said the neighbors who cp- _ pose the expansion would like to | reach a compromise with the legion. . Ellis said neighborhood _resi- dents‘ and iegion officials recently met with North Vancouver District planning staff to discuss the issuc. She said the legion has since - agreed to pave a gravel parking lot. Commercial trucks will not be allowed to park in the legion’s parking lot. : ». But Ellis said that while the ‘trucks no .longer park in the ‘’ parking lot, they are still parked in the area. The parking lot has yet to be paved. : : . Ellis said neighbors hear the trucks early in the morning. “I don’t see any changes. We've got kids who cross the street and people just burn out of that parking ‘et. Once you have alcohol in your system, your reac- tions are that much slower,” said - Ellis. : “We are getting angry.”" Lawrence Place resident Don Lees said 2! residents turned out for. the meeting with the legion and the district. He said all were opposed to the seating increase. He said the legion has grown to become more than a service club. Lees said that when he bought his house. two. years ago, the legion had a membership of 85. “Now they just want a bar and want to ya-hoo it up,’’ said Lees. “We don’t want 2 full-scale bar. He has offered to act as a liai- son between the ncighbors and the legion and would record any com- plaints made by area residents. Waod said he has not received complaints. “One fellow wanted the legion closed. That’s unrealistic. They’re there and they’re legal. “Hve been here a little over two years and have been disturbed twice, and I live right next to the parking lot,’’ said Wood. He added that the legion has been ‘‘very accommodating.”’ Wood also said it is not the legion staffs responsibility to stop people from driving after they have had too much to drink. He said that is a police matter. But resident Patti MacDonald, who lives in the 1600-block of Lynn Valley Road, said people going into the legion have thrown beer cans on to her lawn.
