It’s an issue in the U.S, and Canada, where policy makers, educators, parents and Corporations are struggling with questions about the best way to prepare this generation for the workforce or higher education. Minor Contributing Writer As the public attempts to fol- low the story of education reform as it is debated across the nation, it may be helpful to know a little about the many terms that are used in discussions of how to change our schools. School choice is a concept most people have heard, frequent- ly itt conjunction with the concept of school vouchers. School choice would allow parents to pick the schools their kids will attend rather than be assigned to schools by district maps. School vouchers would provide that parents could not only pick their child’s school but would take a certain dollar amount to that school for the purpose of educat- ing their child. Critics of school vouchers claim that the practice would draw needed funds away from public schools, leaving them in worse shape than before. Outcome-based education refers to a system of measuring educational progress by mastery of content rather than by time. In other words, 12 years of schooling does not necessarily guarantee that a student has attained a 12th-grade mastery of subject matter, Questions that arise are how schools would handle wide dis- crepancies in the ages and abilities of children in a given classroom and what to do for students who 66 Creativity and resourcefulness will be the key words that will guide school programs... 99 attain mastery very early or very late. School-based management is a movement to shift decision-mak- ing powers from a centralized school district office to the school site to allow groups of teachers, parents, and community members to control school curricula, bud- gets and hiring decisions as well as school behavior policies. Competence testing is a con- cept at the heart of the U.S, national education goals and a cur- rent hot debate in Canada. The debate usually centres on whether testing creates a curriculum designed to develop subject mas- tery. In Canada, Sylvan Learning Systems recently fielded a student survey, Voices from the Classroom, in which students favored province-wide testing by 55.5% compared: to 22.6% opposed and 21.8% undecided. There seem to be several initia- tives under way that will focus on the systemic change of schools and school systems. Some of the changes to date relate to privatizing a portion of the education process. Others focus upon hiring con- tractors as the primary instruction- al source, or simply modifying the school year so that students have more time in school. Creativity and resourcefulness will be the key words that. will © guide school programs into the 21st century and beyond.
