This, ac- cording to the -3.5- million-member, not-for- profit Canadian Automobile Association (CAA). Over 320 delegates from across -Canada attended CAA's 78th an- nual meeting in Ottawa - recently and voted to adopt the the follow- ing resolution: ‘‘The federal gov- ernment should require child restraint manufacturers to perma- nently attach the tether strap on to each child restraint device and imprint the date of manufacture permanently onto the seat. In ad- dition, critical instructions should _be permanently bonded or mould- ed.onto the seat base or other prominent position, and that a - pouch be permanently attached to the seat for storage of full instruc- tions.”’ Through CAA’s operation of the Child Restraint Information Program, CAA has -learned that occasionally a manufacturer will inadvertently omit the tether strap from the original package. It has also come to light that tether straps are - sometimes misplaced over time. when the seat is used in the backward-facing infant posi- tion. In forward-facing child car seats, use of the tether strap is critical. When the strap is not us- ed in the forward-facing position, - affixed by a label. the child passenger does not benefit from maximum protection. “*Because the tether strap is so vital to the safe use of child restraints, CAA is calling on the federal government to ensure that all child restraints remain properly equipped with the strap by per- manently affixing it to the seat,” explained CAA chairman. Bill Selby. Among CAA’s activities for the Child Restraint {Information Pro- gram-is the dissemination of recall notices, whereby seats are iden- tified by year of manufacture. Currently, dates are printed on or When the ink wears off or the label falls off, seats can no longer be identified for recall purposes. The associa- tion believes this problem can be easily remedied by permanently ‘ stampirg this information on the seat. In order to ensure proper usage, full instructions are required. However, instructions can be lost or are not passed along when the restraint: is re-sold. Therefore, a pouch to contain the instructions is necessary, as it is to have crit- ical_ instructions permanently ‘af- fixed. . This is a particular concern to consumers who buy second-hand seats. Anyone buying a second- hand seat should call CAA to check if a safety defect has ever been identified with that seat. Without the date of manufacture a check cannot be performed, and CAA will suggest reconsidering the purchase of that seat.
