8 - Sunday, September 24, 1989 - North Shore News ‘Grassroots’ support needed to promote child-care funding IT 1S UP to the ‘‘grassroots’’ supporters of child care to force Canada’s politicians to. make day-care funding a top priority, an expert in the field of child care told.a North Vancouver meeting Monday night. Penny Coates, the director of day care for Simon Fraser Univer- sity and the B.C. representative for the Canadian Day-care Advocacy Association, was speaking to a meeting of the Early Childhood - Educators of B.C. Coates, who admitted the issue of day-care funding has been put on the back burner by the federal government, said a continuous lobbying effort will be needed be- fore Ottawa takes a serious ap- proach to day-care funding. “That'll depend on how much grassroots support we get between here and then,’’ Coates said when asked if the issue of day-care fund- ing will again be cropped from the government’s priority list once the next federal election is over. “The climate (for child-care funding) is no Jonger right and it won't be right until the next (fed- eral) election. it won't be right un- til peopie like you (child-care educators) go knocking on your MPs’ doors and say, ‘Hey, we’re not going to let you forget about child care,’’’ Coates said. She added that the federal gov- ernment will begin to listen more closely to child care issues only when people from al! levels of the income scale take an active part in being ‘“‘advocates”’ of child care. Contributing Writer ‘Child care historically has been left to women,"’ Coates said. “‘What we should be saying is that this is not a women’s issue but a family issue. As long as it’s a poor people’s issue, it becomes a more respectable issue in the eyes of the government.”” She added that the reason child care issues have received increased media attention in recent years is because more women have entered the profession and are inter- ested with what is happening with child care. Coates said child care educators must first decide what they want to see happen with child care pro- grams before approaching the fed- eral government for assistance. “*Controversy is what child care | needs right now. We need discus- sior:... there’s a need for a vi- sionary policy for all of Canada. Governments have tried, but they haven’t succeeded,’’ Coates said. She added that capital and operating costs are the two im- mediate ingredients the child care industry in Canada needs from the See Loca!
