Fenwick’s recent letter condemning the idea of a seawall between Panorama and Cates Parks illustrates very clearly why a comprehensive needs assessment of recreational facilities for Deep Cove is needed. He suggests, given the sheerness of Cove Clifi, that engineering and construction costs would be -prohibitive. But such assertions Should be: proven through a careful study completed by "disinterested experts rather than ‘based simply. on armchair percep- tions. And surely one troublesome ~ area should. not 7) undermine the larger goal, should + the community agree that a necessarily seawall is desirable. He also suggests that tax dollars should be ‘‘better’’ spent on “tmore justifiable projects.’’ But a careful study wouid identify what projects are in fact justifiable to the greatest number of local resi- dents. And given that the local tax base has increased dramatically with recent housing developments, local residents have the right to expect amenities like those en- joyed in other communities, and they may well be willing to un- derwrite such projects with their tax dollars. I hope that the district council members will recognize the impor- tance of showing leadership on this issue: what is the best use of our public foreshore and how can the whole community access their “cheap” waterfront? To this end, council should acknowledge and support Councillor Crist’s earlier- defeated motion for a study on these very questions. J.
