Recommendations on health-care made to the Royal Commission THE ROYAL Commission on Health Care and Costs heard a number of requests for funding and new programs from major players in the health-care field during two days of hearings in North Vancouver this week. Among the recommendations given by Lions Gate Hospital (LGH) and North Shore Health (NSH): © LGH would like to get its budget from the provincial gov- ernment before its fiscal vear Starts, instead of moaths after- wards; © LGH asked for a more equitable funding formula that takes into account (a) the intensity of care provided which may lead to shorter hospital stays but is more costly, and (b) a growing out- patient component; © LGH suggested amalgamating the hospital board of directors and North Shore Union Board of Health to eliminate traditional barriers between hospital care and community health care; © LGH stressed a need for im- proved communications between the hospital management, staff, community and government with regards to policy and decision- making; ¢NSH recommended the health ministry shift its focus from cur- ing disease to a preventive and health promotions approach; *NSH asked for mechanisms to give the ‘‘consumers’’ of health care increased input into decisions affecting the community’s health; ¢* NSH requested that the health ministry provide the local health department with information and statistics denoting health trends so that local health authorities can plan for emerging issues; ¢ NSH recommended a shift to a political definition of basic health determinants which recognizes that factors such as housing, liter- acy, nutrition and recreation af- LIMITED TIME ONLY { Towards completely repainting your car with our ‘Supreme’ paint service. *Excludes glass claims HOURS Mon.-Fri. 8am-6pm Saturday 10am-2pm 945 West tst St. North Vancouver (next to Beaver Lumber) Sea fect health; © NSH suggested the creation of a group such as a B.C. health coun- cil that would provide a mecha- nism to start public debate on heaith resource allocation; ¢ NSH also suggested a ministry of youth, or similar mechanism, be created to ensure appropriate services are available for children and youth. Purves said that the 239 doctors who have hospital operating privi- leges at LGH currently have no stake in the hospital's manage- ment. The situation, he said, often results in a lack of accountability to the hospital. Schreck, a health care economist, said the royal commis- sion in Alberta recommended the reintroduction of private health insurance bs placing a cap on each persou’s annual medicare en- litlement.
