~ Wednesday, duly 29, 1987 AS THE NDP struggles to figure out ifs mew act con- cerning defence, the ‘Tories are orattiing the uuclear submarine sabre. With othe Gaits down and fading. an aetual polarity has opened before our wondering eyes in Canadian defence policy alternatives, which haven't been addcessed politically in this coun- try since John Diefenbaker back - ed out on an agreement to accept American nuckear missiles on our soil, nearly wrecking NORAD in the process. We have been with internal matters. After all, we havent been at war since Korea. Defence and disarmament issues have not been decisive in a federal election since Diefen- baker's demise in 1962. Now that it begins to look as though the defence issue is going to figure in some major way in the next election, we might get to see some fireworks over the real fireworks. preoccupied The Tory idea of building a submarines to fleet of nuclear hand out parking tickets is in- sane. Pm sorry. it only ups the ante, Tf we want to challenge superpower hegemony, why don’t we do it in space instead of under Arctic ice? The main problem is that it in- creases the chance of nuclear ac- cident. Each nuclear submarine is a floating Chernobyl waiting to happen. And, indeed, as it has been pointed out, if there was to be a next war, it would probably begin with the subs. North Shore News Bob Hunter ® strictly personal ® The NOP fas certaingy manag- ed to come up wath a better idea, which os samply te burld a fleet ot conventional submarines and forpet about bumping up ave ost the superpowers under Arctig ice. Both parties favor beeling up conventional Canadian forces. No surprise there. Socialists haven't been pacifists other than when it was expedient, Defence spending is the classic means of stabilizing an economy ins the absence of market forces. Centratizers all sooner or later come to the military. And that’s what's happening in Ottawa these days. The arms merchants have been doing a terrific job, while opposition has been minimal, And the bureaucrats are happy because they can point (oO some- thing making money to keep the elected innocents off their case. I don’t expect much from the left that is any more inventive in terms of military policy than what we already have. It was edifying to watch the socialist boss of France, Francois Mitterand, dumping all over the socialist: boss of New Zealand, David Lange, when it came to the question of nuclear testing in the South Pacific. Sent killer. in to blow a ship up, Mitterand did. So much for socialist solidarity. When France’s nuclear gonads came up for the chopping block, he pulled back instantly. The left, I am sure, is no more fundamentally allied at the level of territorialism than the right. Ideology lusts as much after turf as naked capitalism. If we can survive, we can do it Street name changed NORTH VANCOUVER District council voted Monday to accept a re- quest from the City of North Van- couver to change the name of Cot- ton Street to Main Street. In a unanimous vote, aldermen decided to approve the request from its neighboring municipality, who in turn had received the request from LIQU com $7,995 - Shalom Enterprises of North Vancouver. No reason was given for the re- quest, but Ald. Ernie Crist raised a chuckle from his fellow councillors when he referred to it as ‘‘Cotton- picking Road’. The request will now go the the ci- ty’s street naming committee. The thick question is: Can we survive withoml! NATO? IVs a joke te ask: Can NATO survive without us? Of course it can! [tthe Warsaw Pact couldn't throw it down by threat of muss extermination, how could we by merely fip-toeing away? PE okeep a file on NATO. I follow the issue. Yet at this mo- ment in history, given all the un- predictable manoeuvre: in Moscow and Washington and Paris und London and Brussels and Cieneva, ete., my natural in- stinct to support NATO has been shaken by the obvious unwill- ingness of the European purtners to pull their awn conventional military weight according to their actual economic ability. It was the Europeans who in- vited in the nuclear missiles the Yanks and Ruskies are trying tc find a way to remove, remember. Does Canada want to be part of that gang? The fact is, we are. But Canadians haven't spoken their minds politically about our involvement in’ that nuclear stand-off across the Adantic. It hasi't been a major issue. And we haven't cared much, com- pared with what was happening to our pocketbooks or in Quebec. It’s time to start. The NDP wants to take us out of NATO. That could be a really stupid move. But, you see, it also could be pretty smart, depending on how you played it, A good thing to while away the est of the summer, thinking about. At least we know it’s a federal responsibility.
