There is still much to be done and what has been won, - could, conceivably, be lost. Significam improvements have occurred since the the inception of the North Shore Childcare Resource Society about five years ago. In the past, the working parent got little assistance when trying to find a spot for a child in one of the handful of registered daycare opera- tions or one of the small, scattered home-based opera- tions. After NSCRS was formed and hired staff, one of their first projects was to compile listings of the unreg- istered daycares that could be used to help parents obtain child care. They also offered the day- care operators services such as training and group insur- ance. A municipally funded study pointed the way to other unmet needs, such as infant and toddler care and _care during non-traditional hours, About a year ago, NSCRS and several other interested agencies came together under the title COPPS Coordinated Opportunities for Parents’/Professionals* Skills. “COPPS is a nice reflec- tion of the North Shore and of a community coming together to work cooperative- ly and collaboratively — as opposed to everyone doing their own thing,” says NSCRS executive director Sheila Resels, who also chairs COPPS. According to Resels, sev- eral initatives, such as wage supplements for low paying childcare jobs and funding for emergency repairs to facilities, have demonstrated the progress being made. But more must be done. “Child care should be an essential service that is sup- ported and funded... Studies have indicated the impor- tance of child care as part of our infrastructure.” said Resels. She would like to see fur- ther stabilization of the child- care system: “Ic is very precarious — completely market driven. We need funding to stabilize the system so that long term planning can take place.” The child care system is fragmented and tends to be associated with women's issues. NSCRS. located in Edgemont Village, has grown to a staff of eight and is fund- ed by the Ministry of Women’s Equality, the three North Shore municipalities, and pruject-specific federal grants.
