Richard Laing, director of finance, said on Tuesday that before the nuunicipality adopt- ed the approach, “we didn’s really have an ongoing plan of how we would fund infrastrue- ture replacements.” He said although work to upgrade sewer and water mains is done on an ongoing basis, the costs for the work aren’t built into the municipality's budget. According to reports sub- . mitted by Laing to council on sewer utility rates and water utility rates, the new approach involves phasing in’ system replacements of both sewer and water mains. As well as covering those costs, the rates must also cover the higher cost of purchasing water from the GVRD, and of the GVRD’s Liquid Waste Management Plan. So todo it aff, the district is bumping up the rates for the municipality's users. At Monday evening's meet- ing, council adopted sewer and Water_rate setting bylaws. The long-term: rate increases for sewer. are: a SIX per cent increase in 2000 and 2002; 2° five per cent increase for the years 2002 to 2005, and a two “to three per cent increase for’ subsequent years.
