The houses at 2203 to 2231 Bellevue were described by Chief Building Inspector Bill Jones, who visited the site Monday, as having broken windows, being full of debns, building matenals and garbage. He said they were hazardous to children, subject to further vandalism (all the houses have already suffered damage by vandals) and generally a nuisance. Erhchman, speaking on behalf of Beach Bay Towers Lid owners of the site, said they had _ planned _ to demolish the houses when the excavation for parking and foundations for a proposed highnse began. But an impasse’ with council over side allowances has held up construction. Council insists on a 50 foot side allowance but Erlichman said that would ruin the ocean views of some of the residents, as it would place his building directly behind the I1-storey Villa Mans on the south side of the street. He agreed to demolish the houses if he could build with the minimum 30 foot stipulated access. But council didn't want to make a deal. Mayor Derrick Hum- phreys told Erlichman that any other matters were “irrelevant” to a show-cause heanng. Alderman Dave Finlay pointed out that it was “not trade-off but a question of municipal law” that was under discussion. Finlay said it was difficult to interfere with an owner's property but agreed the delapidated houses are ae “terrible eyesore.” He moved “with reluc- tance but firmness,” that the houses be pulled down at the owner's expense and that the owners also fill in the holes left from the demolition.
