All rights reserved. , JAPAN HAS just provided a preview of the parliamentary dog’s dinner likely to be served up to Canadians after their trip to the ballot box this fall. As you’ve doubtless read, seen or heard, last Sunday’s Japanese. election finally ousted the scan- dal-plagued Liberal Democratic Party (LDP) which has controlled Japan’s lower louse (read “Commons”’) for 38 years. It remains the largest party by far in the 511-member chamber. But the 223 members it managed to elect are still 33 short of an absolute majority. By way of consolation, its chief opposition, the Socialist Party, fared much worse, dropping to 70 seats from its previous 134. Meanwhile, the residual 218 seats are now divided between seven other parties and 30 in- dependents. Two of the former — the New Party.and the Renewal Party — are new right-of-centre groups, the latter formed only last month by breakaway rebels from the LDP. Between them they have 90 seats. The LDP’s only hope of regaining control of the house is to form a coalition with one of . them. Which brings us to:Problem No. 2: Prime Minister Kilebi Miyazawa. Rightly or wrongly, he is wisely identified with the LDP record of scandal and corruption. Either one ’ of the prospective coalition part- ners was expected to demand his replacement as the price of the ‘deal, Moreover, a recent public opinion showed 74% of the voters eager to give him the bum’s rush. There’ve been hints that he KIICHI MIYAZAWA... dismal op- tions facing Canada too? might even risk a minority gov- ernment — daring the opposition to destabilize the country still further by forcing an early return to the ballot box. But never- theless, by mid-week all signs pointed to his early resignation. For Canadians this fall the details differ a little but the end result promises to be exactly the same. ‘True, Kim Campbell is per- sonally in a lot better shape than Mr. Miyazawa. Her problem is that she’s considerably more pop- ular than her party, whose poll ratings here make the LDP in Japan look good. Just the opposite, of course, is poor Jean Chretien — only half as popular as his party and widely . scorned in his native Quebec. Granted, we'll have two less parties competing than in Japan. HITHER AND YON But this plus is nullified by having one of them dedicated solely to. the destruction of Canada —- a concept of political liberty the Japanese find a trifle hard to follow. © Al this aside, however, ‘the five viable parties splitting the vote this. : fall mean there’s an excellent — ~ chance that neither Tories nor -.
