2 - Wednesday, Augusi 14, 1991 - Nonh Shore News NORTH VANCOUVER DISTRICT COUNCIL Traffic concerns Capilano College CAPILANO COLLEGE will expand to accept 7,000 full time equivalent (Ff £) students over the next 10 to 15 years. The resulting traf- fic and parking needs con- tinue to concern college authorities, local residents and North Varcouver District Council. By Martin Milierchip Contributing Writer According to Atlan Smith, direc- tor of planning for the college, 7,000 FTE students is a head count of about 10,000 students. The campus master plan proposes a parking capacity of 2,300 vehi- cles. The extra parking will have to be serviced by another entrance road tc tne college. Appearing before council ca Monday night to update aspec.s of the master plan, Smith said, “The reduction of the traffic into the college in the morning peak reriod is of equal importance to college authorities as council." Current enrolment at the col- lege is about 3,900 FTE, or about 5,600 students. Smith said the col- lege turned away approximately 1,200 students last fall due to lack of space. About 1,250 free parking stalls will exist on campus in September, available to staff and students on a first come, first-served basis. But a traffic study commission- ed by the college shows that park- ing on campus is at capacity by 9:30 a.m. and local residents ex- perience long delays waiting to cross Lillooct Road against’ the stream of incoming college com- muters. At present 82% of the students and staff arvive in private vehicles and [5% in buses, with the re- maining 3% coming by foot, bicycle or motercycle. Smith said that the college wiil be implementing a car pool scheme this September that will reserve 66 of the best front row locations in the two main parking lots for participants. The coilege will also be increas- ing its covered parking for bicy- cles for a trial period by renting eyclopods, which are self-locking, coin-operated racks, Smith hopes that B.C. Transit will have completed its survey of ridership to the college in time to institute new express bus routes by January. Smith also requested cotncil support for traffic signals at the junction of Purcell Way and Lillooet Road, relocating the Lillooet crosswalk to the north leg of the intersection and prohibiting parking on the south side of Purcell in the morning and the north side in the afternoon. The greatest’ cost associated with planning for increased vehicular traffic into the campus is the proposed new access road from the lower end of Lillooet Road to fink with the internal campus ring road. Smith estimated the road, which would be tn-bound only, would cost ‘°$600.000 in today's dollars’’ and asked council to commit to paying half the cosis with the “te. gitimate’’ expectation that the Ministry of Advanced Education would fund the rest.
