I was encouraged by the en- thusiasm of 300 concerned citizens who attended a recent meeting on pollution in Howe Sound. The Meeting, sponsored by North Shore New Democrats, made a clear statement that Howe Sound must be protected from pollution. While I appreciate the Nev's coverage of the event, I would like to clarify remarks attributed to me. I did not say I believe the mills should be shut down, as reported. I did say, in response to a ques- tion, I would do so as a last resort if the offenders refused to respond to the array of administrative and judicial sanctions that should be brought to bear at the first evi- dence of a permit violation or a spill of a harmful substance. The problem is that the provin- cial government has lacked the po- litical will to enforce its own laws and regulations. The result has been the accumulation of danger- ous wastes. This has involved pulp mills as well as other pollution sources, including the dumping of materials containing heavy metals, such as cadmium, from other loca- tions. No one wants to shut down any part of our economy. The techno- logy exists to enable pulp mills to all but eliminate organochlorine discharges. Mike Harcourt recently an- nounced that we will introduce a dill in the legisiature that establishes stiff new standards for pulp mills. The target level will be less than 1.5 kg chlorinated organics per tonne of pulp, substantially reduc- ing today’s average leveis of 5.5 kg. The bill will provide an incen- tive for mills to move quickly to Mailbox policy WHEN SENDING a letter tu the editor, be sure to include your name, written legibly, your full address and your tele- Phone number. By 1992, an NDP government and its crown corporations will only be able to purchase paper products that fully meet the new standards. Our ultimate goal, through research and development, is to eliminate organochlorines altogether. British Columbians want to be proud of their puip industry. En- vironmentally responsible pulp operations are necessary for sus- tainable development. A firm hand is required to make up for the damage that has been caused by the non-enforcement of the Environment Ministry.
