Consequently, the B.C. Supreme Court is not allowing ac- cess to the warrant and informa- tions regarding the Hollyburn Properties records seizure without, according to B.C. Supreme Court Chief Justice William Esson, “providing ihe interested parties an opportunity to take such Ppro- ceedings as they may be advised in respect of the warrant.” The Registrar of Companies lists West Vancouver resident Stephen Sander as president and director of Hollyburn Properties Ltd. His wife Nancy Sander is listed as the company secretary. But in July, Sander teid the News that he was no longer in- volved in real estate or the business world. Said Sander at the time, ‘*... Pve been doing ncething except to put my heart and soul into this charity.”" According to a CIF statement of philosophical intent, ‘the ma- ‘jor sources of income for the foundation will be from the real property given by the founders, the family of Stephen Sander. It is also expected that the major por- tion of the founder’s estate will eventually go to the foundation.”’ Sander said in December 1989 that he intended to sign over the titles of 23 Hollyburn Properties apartment buildings to CIF. The rents from the buildings, estimated at about $1 million a year, were to provide ongoing funds to the charity. The millionaire made headlines in January last year when North Vancouver tenants of a building owned by Sander protested 20 per cent-plus rent hikes. Sander had said that he was go- ing to spend about $500,000 on charity projects in 1990. In an earlier report, Scarlett pinned the blame for the holdup of property transfer to the charity on Revenue Canada. But a Reve- nue Canada spokesman denied the charge. In April, Sander told the News that Revenue Canada, ‘‘who want their pound of flesh.’” were de- manding $20 million in taxes from Sander’s group before he handed over any money to CIF.
