McMurtry called on his counter-parts to become involved in the fight for changes because federal of- ficials are ‘‘flouting the will of the courts’’ and under- mining public confidence tn the justice system through the parole system McMurtry’s comments came as part of a continuing exchange between himselt and Solicitor General Robert Kaplan over a recent case in Ontario where a man sentenced to three years in prison for manslaughter was released after serving seven months. Kaplan has said there will be legislated changes made following a year-long review of sentencing in Canada. Kaplan has McMurtry of tackling the wrong issue in that it ts sentencing and not the parole board that should be examined. The parole board, Kaplan said, 1s legally obliged to let prisoners Out on day parole after serving one-sixth of their sentence and to grant full parole after one-third of their sentence 1s served, if the prisoners are not con- sidered dangerous “Mr. McMurtry should know that I have no control accused over the parole board's decision It’s independent. It is not allowed to say that a judge should have kept someone behind bars longer, Kaplan said. The Ontario case, the Solicittor-General added, was rouune. “If that’s a routine pro- cedure it’s bloody well a procedure that should stop being routine,”” McMurtry added. ‘‘If Mr. Kaplan doesn’t understand that, he really isn’t attending to his job.’ Canadian business faith in economy slightly down CANADIAN BUSINESS faith in economic recovery 1s beginning to slip, according to a Conference Board of Canada survey. Forty per cent of those surveyed said that because of economic conditions — primarily high interest rates and high unemployment — iw was not a good time to consider purchasing equipment or operations. The latest figures for the Gross National Product show an 8.3 per cent increase in the first four months of this year over the same period a year ago.
