A PROPOSED renters’ aid agency for the North Shore got only. lukewarm support from North Vancouver City. council Monday night. Council endorsed North Shore Association’s (NSTA) ap- plication for federal funding for the project, but refused to give out any of its own money to help the NSTA get the agency started. Council did agree to refer the request to the 1982 Grants Com- mittee, however, which would be too late for the proposed January 4, 1982 start-up of the project. NSTA President Richard Blackburn asked council for $12,000 to help rent offices and hire five full-time staff for the agency, but most council members seemed to think there wouldn't be enough work for five people anyway. But Blackburn argued the agency needed a staff of five because the NSTA's case load has become —over- whelming, and “there is a desperate need to provide an advisory service to North Shore tenants.” “Some landlords have run amok and declared open season on your con- stituents,” he warned. The NSTA is applying for a $54,327 grant from the federal government to start and run the agency for one year. Blackburn and Richmond, who said the agency will be completely independent from the tenants association, plan to approach North Vancouver District and West Van- couver councils within the next few weeks, asking for supplementary funding fronr them. “45 However, Richmond said the project will go ahead, even without municipal funding —- as long as the federal money comes through. The agency, if approved, would help both landlords and tenants with housing - problems, the NSTA said in its application. Among other things, it would provide a housing register with in- formation on available rental housing. Richmond said local Members of Parliament Ron Huntington and Chuck Cook and their party support the ~ proposal. Alderman Frank Marcino was worried that the municipalities might end up paying the full cost of the agency after the first year, since the federal grant would only be for a year. If North Shore renters want such an agency, he said, then each renter should pay $5 a year to support it. Alderman Bil Sorenson said the City was funding enough agencies as it was. He also said he was con- cerned about “events of the Suites referendum eyed North Vancouver City Alderman Bill Sorenson thinks the City should hold a referendum this fall on allowing revenue suites in private homes. Sorenson, who has long campaigned in favor of allowing homeowners to rent out suites in their houses, WES-TE made the suggestion at Monday's council meeting. Director of Development and Licensing Services Frank Morris said in a report that legalizing the suites would result in the eventual disappearance of the single family home in North Vancouver, as it would, in effect, turn all single-family zones into duplex zones.
