He says of the legal opinion con- cerning council’s present procedure: “It doesn’t say it is illegal.” Loucks is angry that Dean has gone to the North Shore News with the solicitor’s letter. “Alderman Dean and others will take the lawyers’ opinion when it suits them and others’ when it doesn’t,” he says. But Dean counters that she is perfectly justified in taking the matter straight to the News. “It was reported I was mischievous and untruthful and I want to vindicate myself.” In fact, Dean says, she has raised the whole “secrecy” issue because of increasing inquiries and rumours by people over major decisions which have been made in- camera without the public being aware of them. A major incident occurred recently when council made a decision to lay off 15 of its outside workers without the public being aware. Dean acknowledges the practice of announcing in- camera decisions im- mediately after the in- camera session, regardiess of whether or not there are stll any members of the pubhce inp the council chamber, has existed for no other purpose than ex pediency Speaking at the March 14 meeting, she said: “I admit that I have been just as responsible for this situation as any other member of council or any staff member. I am certain that there is not ope member of this council or member of our staff that ever intended to delude the public.” Loucks acknowledges that as things stand in-camera decisions can be announced to an empty council chamber: “Oh yes, quite often,” he states. He chuckles over the fact that the in-camera discussion over which Hall and Dean made their stand last week concerned nothing more sinister than = ap- pointments of one person to the board of varmance and \ NEWS photo Stuart Davis one to the library board. As to why he is digging in his heels on the issue Loucks says tume is often of the essence in enacting decisions and that he does not see any reason for people involved to go through another week of apprehension before knowing of their ap- pointment to a function. “Pm not excited about the thing,” he maintains. “I just don't happen to think Alderman Dean is the source of all wisdom, or that some lawyer is.” Meanwhile, Dean con- tends: “I think council has to be very prudent and abide by their own bylaws if they expect the citizens to.
