page 6, September -1, 1976 - cessful, ee North Shore News — Last week West Vancouver. council formally. received a plan for a housing development covering 1,160 acres of forest-covered mountain- — side north of the Upper Levels between Cammeray Park Estates and Cypress Creek Park. It made me wonder whether some:of our elected representa- tives ever read | anything other than development plans. If not, it certainly isn’t for lack of authoritativg reading | material relevant to. West Vancouver’s present. and future condition. on its property west of the enlarged shopping centre. _ When that happens -- and ' assuming reasonably full Earlier this year the Greater Vancouver Regional District board, of which West Van is a member, issued 10-year. growth recommen-. dations for the 17 municipal- ities it represents. West Van was one of the three communities in which the -—- GVRD calied for a marked slowdown in the growth rate. MAXIMUM 44,000 The present population of the municipality is 39,500, and if the current. trend continued (by no means a foregone figure would rise to 48,770 during the next decade. The GVRD in its: wisdom said that. was too much. Instead, it recommended 4 maximum 1986 population of _ 44,000 -- just 4,500 more bodies west of the Capilano _than we have now. The plan presented to ’ West Van council last week proposes an-eventual 2,915 new housing units clustered on the mountainside up to - _ the 1200. ft. ‘level. These 2,915 new units, it’s sug- _gested, would house up to 8,000 people. That’s already 3,500 more than the 1986 growth targ set by the GVRD. And Ire iby no means all. At the same council meeting British Pacific Pro- perties slipped in, for con- sideration, an ‘‘experimen- tal?’ scheme of its own for a 39-unit cluster housing de velopment on land it owns above -the Upper Levels between [5th Street and . Lawson Creek. Spokesmen_ for the BPP plan indicated that, if such a pilot development were suc- it could: be the forerunner of further similar mountainside developments. | ' NEW HIGHRISES — ‘Then, of course,” there's Park Royal. South and the adjacent lands undcr_ the jurisdiction of the Squamish Indian Band. The doubling of the size of the shopping centre will inevitably: bring its ‘own quota of new West Van . residents. In addition, the Squamish: Band apparently - intends to develop highrises' similar to Park Royal Towers — conclusion) the- only a little more than, the. 2.13... children - per. woman’ occupancy -- we would be talking about a further excess population of several thousands. But this raises yet another intriguing ques- tion. - BABY BOOMOVER Just what will the occu- pancy rate be, 10 years from ~ now, for all these grandiose new drawing-board schemes? _ , The 1945-55 “baby boom” . is over.- At the moment Canada has almost: reached —~ Zero Population Growth -- needed to maintain the “population at its Present level. By as early 2 as 1979 > the: 15- 19 year-old age group will — have started declining by. 7,000 a year, according to . Statistics Canada -- and by 20,000. a year in 1980. Already, this coming fall,. West Van school enrolments - (like those elsewhere) are dropping. Highrise condominiums in Ambleside. are now hanging out ‘‘for rent’’ notices rather - than be stuck with empty, unsold suites. Meanwhile, Ottawa proposes to.cut back - quite drastically on immigra- . tion. So even if West Vancou- ° verites decided to opt for an unlimited increase in popu- lation, whete.. would.‘ the:; ; thousands of new bodies be % 4 J coming from? ATTRACTIONS: DESTROYED © In point of fact 1 many West Vancouverites will tell you . they need any further popu- lation increase at all like a, hole in the head. They’ say the influx of people and cars over recent years is already ‘ ' destroying many of = the things that attracted them to _ make their home there in the. first place. All of which makes one — wonder why council should | even be contemplating this | mountainside scheme, which, in itself alone, could almost double the population growth considered advisable by the GVRD. If _ the ‘customers for it materialized, - that is. And what if it went | ahead, and they didn’t...? These wc some‘ of the | questions — _Property-owners ne Oe Oe Rr ee ee ed wean ween ‘ ‘ .
