By JANE ODDY Council was told Monday that the owners of Central Auto Parts were ‘‘in limbo” following council’s decision to change the zoning from special to light industrial be- tween Hanes and Bewicke Avenues. The company was in the process of relocating - its business to a building pro- posed by Brian O’Sullivan in the 800 Block West Ist Street. *“We contacted him last spring when he was negotiating a deal. with the property and we decided to go for a joint venture with him,’’ said Pat Dye of Cen- tral Auto Parts. But the city delayed issu- ing O'Sullivan a_ building permit due to council con- sidering a rezoning. “Previously the land was zoned as special industrial which was perfect for us as we are wholesalers dealing with a maximum retail of 20 per cent,’’ Dye said. SIX-MONTH WAIT The hold on the rezoning has meant a six-month wait for the business. ““We're anxiously awaiting the result of the rezoning as Mr, O'Sullivan can’t build his property without our participation, and we can’t participate under the present uses allowed in the matrix,’’ Dye said, Dye told council that 95 per cent of her business was . wholesale delivery, which would generate little traffic. Council agreed after debate that it would make an exception in the amendment for Central Auto Parts to have retail included as an accessory use to its wholesale and warehousing. DANGEROUS PRECEDENT City staff felt that permit- ting an accessory retail use in conjunction with wholesale would set ‘“‘a dangerous precedent.’’ Ald. John Braithwaite said: ‘‘We are policy makers and we should not have an exception for one autoparts firm and no one else.”” Ald. Rod Clark com- mented: ‘It’s a compromise but there’s no problem sup- porting an entrepreneur con- tinuing in business.” Expressing her opposition to the rezoning, Ald. Stella Jo Dean said: ‘Instead of making life easier for people in business, we're making life harder —.a matrix of uses gives them another headache.’’ Council gave the rezoning bylaw its final reading last week, but staff recommend- ed changes to the matrix.
