That’s the view of Victor
Morgan, West Van alder-
manic candidate in the
November 20 elections.

Though it's -his first time

running for council, Morgan
is no stranger to municipal
affairs. A West Vancouver
resident for 35 years, his 26
years in municipal govern-
ment have included five
years as senior planner for
West Van and two years as

planner for the District of
‘Abbotsford.

To keep spending in line
with the current economic
situation, Morgan proposes,
among other things. strict
zero-based budgeting
techniques; financial priority
to essential services:

Morgan is married, with
one son. He has had 10
years’ active involvement in
junior soccer, three years in
senior soccer, served two
terms as president of the
West Van Tennis Club and is
a dedicatd gardener. He
spends other leisure hours in
his hobbies of map collecting
and historical research.
