The review, better known as the Cutt report, was cara missioned by council in January 1998. It was the first major organizational review for West) Vancouver in) 25 years, However, when it) was released ta the public last September, the doctunent fea- tured large gaps, missing para- graphs and blank spaces. The omissions were made on the advice of Lidstone Young Anderson, the municipalin’s solicitors, who were acting on the provincial protection of privacy legislation. George Cutf, who con: ducted the review, inmediate- ly distanced himself’ from the situation. “This is not my report,” he said last September of the edit- ed version of his report. In spite of the omissions, the released portions painted West Vancouver in an unflat- tering light. He concluded that the par tes involved lacked: an under standing of their roles and needed a better decision mak Ing process and sense of dires- ten, Although portions of the original report remain blocked out, recendy released: sections serve to underline the favor of the initial release. “Tr has been verv evident to us thar the degree of conti- dence which we believe should exist between the Council and its senior advisors has nor been in evidence,” states one of the newly released parayraphy. “This has also been retleeted publicly in’ Council's: pointed comments fo its senior man- agers, in private conversations aad in the type of detailed involvement which Council believes it must have in order to be contident in the resulting decisions and actions.” According to Mayor Pat Boname, the editing step was initially necessary ro protect individuals from being identi- ticd, as specified in protection of privacy legislation. Bur the move drew fire trom public interest groups, six of whom had filed tor release of the full report under the provisions of the Freedom of Information (FOF) Act.
