11 - Friday, January 19, 1990 - North Shore News North Yan City council calls for tuition fee freeze NORTH VANCOUVER City hes joined a growing number of municipalities who are asking BC colleges and universities to institute tuition fee freezes until a Royal Commission on Education has been struck on provincial funding inadequacies. “Every one of us here knows the provincial government has not been putting in adequate funding for education,’’ Ald. John Braithwaite told other council members. The motion followed a_ pres- entation by two Simon Fraser University students who encourag- ed council members to support the “tmore than one thousand North Vancouver residents who attend SFU.” ‘In the past 10 years tuition has risen over 200 per cent. We believe the increases are due to provincial under-funding,’’ said SFU student Nikos Harris. And Harris said despite having the third highest tuition fees in the country, SFU students are faced with facilities that are in bad shape and students who are having dif- ficulty getting courses they need to graduate. Ald. Bill Bell, who is also an administrator at Douglas College, said the fees should be frozen for more than one year and eventually there should be no tuition fees at BC colleges. But he also pointed out that few college or university administrators would be willing to freeze fees unless they could receive zuaran- tees from the provincial govein- ment that there would be increases in funding. Harris said he thought SFU could manage for one year without funding increases from the provin- cial government because student representatives believe unreleased budget documents hide an estimated $1 to 2 million surplus at the university. But he agreed that ‘it may not be safe for other colleges and universities in B.C. if the govern- ment does not cover (their defi- cits). Harris said it would cost the provincial government about $7.8 million to support a province-wide tuition fee freeze. But he also pointed out that the number was only a ‘“‘small percentage’’ of the province’s post secondary educa- tion budget. Ald. Rod Clark and Ald. Stella Jo Dean both said council had acted without enough knowledge on the issue. Clark said while it was ‘hard to be against students opposing tu- ition increases,’’ he believed the matter was outside the mandate of council. He also said it wasn’t fair to support the students without hear- ing from the administration. “It’s a two-sided issue,’? Clark said.
