Minister Grace McCarthy
has announced a $31 million
increase in Basic Inceme
Assistance, with the bulk of
the increase going to
families. The changes are
effective April 1.

that the money available
goes directly to the people in
need, and to contribute to
the government’s policy of
deregulation.

“Since assuming the
portfolio of Human
Resources last December,
one of my prime concerns
has been to determine if
your Income Assistance
programs are keeping up
with the ever-rising cost of
living,” she said.

“What we have found is
that if we are to cffectively
meet the needs of those
whom we_ serve we must
develop new approaches to
the distribution of Income
Assistance.”

McCarthy said she was
particularly concerned
about assistance to families.
“Under the new program a
family of four with shelter

' costs of $365, for cxample,

will be cligible for a
maximum of $675 in benefits
compared with $581.25
under the cxisting
regulations.”

Approximately 500,000
returns are filed with missing
information. Refunds for
these taxfilers are delayed
since they must be contacted
by Ictter fequesting the
missing data.

Details of the new rate
structure include:.

-Significant improvement
in shelter allowances. Now,
utilities such as fuel, water,
electricity, and a_ single
telephone, can be incloded
when calculating the shelter
allowance.

-A more equitable
distribution of benefits.
Exceptions can be made in
cases of imminent danger to
physical health, likelihood of
the apprehension of a child
or in cases where a client
needs assistance in moving
to job or paying for work
clothing or tools.

-In the new rate structure,
a distinction is made bet-
ween singles and couples
under 31 and other
recipients, as the former age
group is more mobile and
able to move to job op-
portunities, and will also be
& major target for our in-
centive efforts.
