ection Dear Editor: On the evenings of Nov. 19 and 20, the two evenings immediately be- e) fore the North Vancouver City election, a ‘Dear Neighbor’’ let- ter, bearing a date of Nov. 11, 1987, was delivered to homes in the south-eastern area of the City of North Vancouver. This letter contained informa- tion thal was completely contrary to the facts, and did create a public mischief as it resulted in serious in- jury to the aldermen who lost and who have served this city well. This letter contained the follow- ing incorrect information: “Please be aware that the follow- ing existing aldermanic candidates — Ald. R. Hall, Ald. A. Blair, Ald. S. Jo Dean, Ald. E. Kroon — were in favor of an amendment to a bylaw which virtually sanctions unlimited helicopter landings and take-offs to occur at the Cannell Studios site (Park and Tilford).”’ That this statement is a complete distortion of the facts can be learned by any examination of the minutes of city council which show the following: The minutes of Sept. 28 show that Bylaw 5834, the bylaw authorizing the studios, including the helicopter use, was CARRIED UNANIMOUSLY. The minutes of Nov. 2 show that an amendment was proposed by Ald. Blair and seconded by Ald. Dean to restrict the helicopter letter landings to 10 flights per month and two per day, non-cumulative; to the hours between 7 a.m. and 8 p.m.: no flights on Sunday; and the route restricted to Fifth Street and Lynn Creek; and that this amendment was adopted. These minutes of Noy. 2. also show that the only aldermen who opposed the restrictions were Braithwaite and Taylor. That the perpetrators of this mischief intended it as a roorback is indicated by the following facts. {A roorback is a false or slanderous story devised for politi- cal effect, especially against a can- didate for office.) The letter with the spurious charges is dated Nov. . The perpetrators did not bring up the matter at the public meeting on Nov, 17, where the truth would have been revealed. Again the perpetrators did not bring up the matter during the television program on Nov. 18, where the truth would have been revealed. Instead the perpetrators waited until the Jast minute, delivering the libelous publication when it was too late for anyone to bring out the truth. The names shown as the authors on the roorback letter were as follows: George Ellis, Peter Ewens, Doug McLaren, Tom Graves, Russ Allen, Doug Whicker.
