Minister Gerald Regan says
he will personally make
representations to CFL
commissioner Jake Gaudaur
lo try to change a league
bylaw which effectively
prevents Canadians from
playing quarterback.

Regan told the House of
Commons Wednesday the
CFL's designated-import
rule “appears to discriminate
against Canadian quar-
terbacks’”.

Under the bylaw which
works against Canadians
taking on a= full-time
quarterback spot, quar-
terbacks who are USS.
imports can be substituted
during games.

The matter was raised in
Parliament by Liberal MP
Judd Buchanan following a
decision by the. Toronto
Argonauts to cut Canadian
quarterback Scott Mallender
“without so much as a

tryout”.
Buchanan called
Mallender an _ outstanding

he said would bear on the
issue.

Regan said his department
has been studying the matter
for some time, but he would
